The facilities at Synder Meadow are long past their best. The village-wide consultation from 2013 – 2015 for the Neighbourhood Development Plan (Appendix A) identified improved community facilities at Synder Meadow as a village priority. More recently, the 2025 Housing Needs survey also identified improved facilities as a priority.
The Parish Council, in partnership with the village sports clubs and a number of residents committed themselves to delivering on this priority. A sizeable grant in 2023 from Stratford District’s Community Infrastructure Fund (Table 13) kick-started the project and plans were developed through the planning process. Planning permission was granted in April 2024.
A new pavilion is urgently required for the whole village of Welford. The existing pavilion building is in a dreadful state of repair and is not fit for purpose.

The people of Welford overwhelmingly supported the idea of a new replacement building in the Neighbourhood Development Plan (NDP). Due to the Parish Council already owning the pavilion and the land being used for cricket and football pitches (known as Synder Meadow), then it was common sense to pursue obtaining planning permission for a new pavilion but this time focussed on the whole community for a facility that encouraged many uses and interests (not just sport) for all ages.
The contemporary and practical design obtained planning permission in April 2024, allowing a building that, once constructed, will be used for not only sport-related activity but anything from exercise classes to birthday parties and other regular and special events.

Construction will start in November 2025 as adequate funds are in place from CIL payments from SDC (£357,000). This was on a “use it or lose it” basis, but only for this project, which was supported by Sports England, which in turn enabled planning permission to be granted.
The 2025 Parish precept has raised a total of £160,000 from the majority of village households. In return a landmark pavilion worth over £1m will be created.
